RIPE NCC (Réseaux IP Européens Network Coordination Centre) is the regional internet registry for Europe, the Middle East, and parts of Central Asia. It was established in Amsterdam in 1992.
For better understanding of its role you need to know that at the infrastructure level, The Internet is not a single, standalone network. It consists of tens of thousands of independent networks, each with a unique number. Global coordination of the address space is necessary to enable them to locate and communicate with each other, and this global coordination is managed precisely by regional internet registries such as RIPE NCC.;
RIPE NCC is an independent non-profit organization whose primary function, as a regional internet registry is to provide global Internet resources and related services to its members in the region. By the end of 2024, their number had exceeded 20,000.
There are five regional Internet registries worldwide:

RIPE NCC for Europe;

ARIN for North America;

APNIC Asia-Pacific region

AFRINIC for Africa;

LACNIC for Latin America.
Together they manage the allocation of the entire Internet address resource.
What is RIPE NCC responsible for?
The specific resources for whose allocation and registration RIPE NCC is responsible are:

IPv4 addresses: The pool of available IPv4 addresses is practically exhausted (over 4 billion). RIPE NCC allocates the last remaining blocks according to strict rules and maintains the registry of existing allocations.

IPv6 addresses: The next generation internet addresses is with practically unlimited resource. Organizations who are members in RIPE NCC can have own IPv6 block.

AS numbers (Autonomous System Numbers): Each independent network in Internet is identified by a unique AS number. It is required for establishing BGP peering sessions and for the autonomous management of IP routes.
In addition to resource allocation, RIPE NCC also maintains critical services for Internet infrastructure: RIPE Database (register of IP addresses and AS numbers), RPKI (Resource Public Key Infrastructure), one of the 13 root DNS servers in the world, and RIS (Routing Information Service) - a platform for monitoring of BGP routing.

RIPE NCC members can be any type of organizations within the coverage area: internet providers, companies, universities, research organizations and other groups.
The majority of RIPE members hold LIR (Local Internet Registry) status meaning these organizations can obtain their own IP address space directly from the RIPE NCC, independently of their connectivity provider. These addresses are independent, belong to the organization, and are not lost when switching Internet Service Providers.
In Bulgaria, RIPE NCC members include Internet Service Providers (ISPs), hosting providers, telecommunications operators, and data centers with independent network infrastructure. Not every cloud provider is an LIR; some providers have no direct relationship with the RIPE NCC and operate by leasing IP addresses from another LIR or using IP blocks from their ISP partners.
